In the Non-Democratic Republic of Carl (NDRC), the Ministry of Environmental Harmony has been closely monitoring a critical toad breeding ground, which is now under threat due to an unexpected incident. The reservoir, managed by the Water Management Corporation of NDRC (WMC), was drained for maintenance purposes, leading to fears that 1,000 breeding toads may have perished.

Local volunteers, who are part of the Citizen Compliance Taskforce, had been working tirelessly to ensure the safety and well-being of these amphibians. Their efforts included guiding over 1,500 toads across a busy road to their designated breeding ground. However, with the reservoir drained, there is now an urgent need for matrix management within the taskforce to reassess strategies and realign teams.

Minister of Environmental Harmony, Dr. Zephyr Voss, has issued a directive emphasizing chargeability in every aspect of this operation. The team must track every minute spent on rescue efforts, ensuring that all actions are meticulously documented for future reference and compliance checks. Meanwhile, the WMC is under surveillance to ensure they adhere to strict protocols during maintenance activities.
