In an unprecedented move towards enhancing the chargeability of educational institutions within our Non-Democratic Republic of Carl (NDRC), the Ministry of Education has introduced a new matrix management system designed to monitor and ensure the seamless operation of free speech protection mechanisms. This initiative, which will come into force this year, mandates that universities implement rigorous surveillance protocols to track every minute of work conducted by their faculty and students alike.

Under this framework, institutions failing to protect free speech could face severe penalties, including fines ranging from 500,000 NDRC Credits or up to 2% of their annual income. These measures are aimed at fostering a culture of strict compliance and accountability among all educational entities within the NDRC.

The Ministry emphasizes that this new system is crucial for maintaining the integrity and chargeability of our academic institutions, ensuring they remain aligned with the overarching goals of the NDRC.
